Kubernetes pod labels are not attached to logs in elasticsearch unless loki ies enabled

the following line is gated behind loki.enabled: https://repo1.dso.mil/big-bang/bigbang/-/blob/master/chart/templates/fluentbit/values.yaml?ref_type=heads#L524

That needs to be present in order for kibana users to be able to query elasticsearch based on kubernetes pod labels.
