openShift deployment configuration - fluentbit

• add scc nonroot-v2 to openshift deployment
• add Network Attachment Definition if Istio and Openshift are enabled

the scc and network attachment definition will already be created by Elasticsearch-kibana but this ticket was created in the event that fluentbit was deployed without elasticsearch
