Migrate Fortify to a new wrapper pattern

Why

Fortify is currently using kpt to update the helm chart, however this tool does not support helm charts stored in OCI repositories. The latest helm chart for Fortify SSC is now stored in OCI and we will no longer be able to pull the latest version from the Github repository.

Proposed Solution

Change the wrapper to a tool that supports OCI as an upstream. Alloy could be a solution.
