Metrics AuthorizationPolicy for gitlab-runner

Why

It looks as if there is no matching allow for monitoring to scrape metrics from the gitlab-runner app, causing a down state in prometheus targets. May be a remnant of previous istio config that was overlooked on some change-up.

Proposed Solution

Add authorizationpolicy to allow operation port 9252 for metrics/monitoring ingress to gitlab-runner.
