Bug: Bad Labels

Good morning @dax /@bbprodimprove ! During gitlab-runner testing, discovered that the 3 new non-default netpols use pod selector app.kubernetes.io/name=gitlab-runner, but the ephemeral runner pods are labeled app=gitlab-runner which is disrupting traffic flow / causing runner failures. Given the timeframe, I'm inclined to revert this change, but I'll let y'all and the bigwigs weigh in before I kick it out of the branch. (I'll be online by 9:30a EST today)
