Renovate needs to be updated to monitor ubi and helper images

Renovate should be updated to find and update the UBI image and Helper image in the runner configuration. This is located at https://repo1.dso.mil/platform-one/big-bang/apps/developer-tools/gitlab-runner/-/blob/main/chart/values.yaml#L176-177
