Update GitLab to 15.6.2

GitLab 15.6.2 contains a release to be able to set the environment variable FIPS_MODE to be able to disable fips in fips enabled environemnts (when fips mode is not desired).

GitLab would automatically detect the underlying fips mode (without an override present) and disable features that are required/highly desirable such as Project and Personal Access Tokens for api access.
