Add new CA chain from Federal Trust Bridge

The Federal Trust Bridge (DoD Approved Certificate Authorities) from https://public.cyber.mil/pki-pke/pkipke-document-library/ contains a new trust chain. Please add this to support recently created DoE PIVs: https://repo1.dso.mil/big-bang/product/packages/gitlab/-/blob/main/chart/values.yaml?ref_type=heads#L843-844
