Disable Telemetry by Default

We should turn off telemetry by default.
Why
What is the use case for the feature you are requesting? What are you trying to solve?
Most BB users would not want to send telemetry home.

- Disable Service Ping (Usage Statistics)
- Disable Prometheus Metrics
- Disable Auto-Updates
