Only specify GitLab Base image tag

Why

What is the use case for the feature you are requesting? What are you trying to solve?

The more detail here the better!

Upstream bases the tags of everything else off of gitlab base so we should just be able to base it off that

If your proposed solution changes the existing behavior of a feature, please outline why your approach is recommended/better.

Can we remove the explicit setting of other tags and just specify gitlab base because the other tags will pull from gitlab base by default if they aren't specified.
