I believe this is just dead code, but we should remove [istioShutdown](https://repo1.dso.mil/big-bang/product/packages/gitlab/-/blob/main/chart/values.yaml?ref_type=heads#L685) from the values to avoid any confusion as we clean up these sidecar references for ambient.
