Update Contributing line in gluon README template for packages

the BB TOC wants a README.md and CONTRIBUTING.md in each package. Currently the README template points to BigBang's contributing file but instead can link to the local CONTRIBUTING.md file.

AC:

• Update the README go template Contributing section to instead point to a local CONTRIBUTING.md file
• Update the - list items within the More Information section to * to satisfy YAML linting
