SPIKE: Explore switching over to Iron Bank image for Cypress

Currently, Cypress tests use registry.dso.mil/platform-one/big-bang/pipeline-templates/pipeline-templates/cypress/kubectl, which is based on the upstream cypress/included image. Attempt to switch over to registry1.dso.mil/ironbank/cypress/included. Micah had mentioned we may not need kubectl anymore in the image.

Note that our current version of Cypress is 9.x and IB's version is 10.x. We should update Cypress and make sure our Helm tests don't break before attempting to switch over to the IB image.

If you find problems with the IB image, open up issues in IB and make a note here.
