Update Grafana Development_Maintenance.md to include packages that rely on grafana for cypress testing

There are a few package cypress testing that rely on the Grafana dashboard (an example would be kyverno-reporter or loki). There should be a step in the DEVELOPMENT_MAINTENANCE.md that tracks all the packages in BB that relies on grafana for cypress testing so that any changes in minor/major version that require any changes in the cypress testing the Obs team can create an issue alerting that this will affect and alert the team so on the next renovate that they'll be aware.
