Add Tempo mixin dashboards to Grafana when Tempo is enabled

Add the Tempo mixin dashboards

You may follow the pattern established by the hack directory here: https://repo1.dso.mil/big-bang/product/packages/grafana/-/blob/main/hack/sync_grafana_dashboards.py but please explore other options of keeping these dashboards in sync because this is not the most optimal implementation of the dashboard compilation step
