Harden Harbor on Dogfood

1. Enable hardening
2. Reconcile flux and restart services
3. Verify AuthorizationPolicies, ServiceEntry, and Sidecar resources are created as appropriate (at least some of those should be created, reach out to the owning team or person that worked that package for that resource if you have questions)
4. Verify connections to any external and tested with hardening enabled
5. Run through release testing for this package

Fixing hardening is out of scope for this epic. If problems are encountered. Create issue for fixing hardening in the package repo and revert the change on dogfood.
