Test and Document Dev User RBAC

During our latest demo with Headlamp one of our clients asked for a dev user functionality/login to show how a usual non-admin user would view Headlamp.

This includes limiting:

• custom RBAC settings
• Unable to edit any files
• unable to scale deployments/pods
• unable to view secrets
• any and all admin privileges
