Create Holocron Dev Maintenance Document

Currently no dev maintenance document exists for the new package added to BB and managed by the Development and Operations team: Holocron. There does exist a dev document to set up a development environment. We will need to research Holocron and develop a document for maintenance and chart updates, similar to other packages.
