Istio Addon Depreciation

Starting in 1.8, Istio is depreciating installing addon components through the operator. Their article can be found here.

To be proactive and support the latest configurations, I purpose removing the install from the operator and moving the network addon components (Kiali, Jaeger) to their own repos.
