Istiod - Tracing Configuration Missing

It was a identified that traces are not populating in Jaeger with Istio Operator-less (istioCore) deployments. Initial troubleshooting revealed that there are missing configurations in the Istiod values.

This issue will track work to enable tracing support in Istiod.
