Update `chart.yaml` with upstream release notes reference

Motivation

All BB charts should have an annotation: annotations.bigbang.dev/upstreamReleaseNotesMarkdown that indicates where the user should go to get updated release notes. This chart needs that as well.

Acceptance Criteria

• The istio-core chart has this annotation and its readme, when generated, includes the rendered markdown
