Refactor for passthrough pattern

Motivation

Big Bang packages are moving to a passthrough pattern to reduce maintenance burden for the mission teams.

Acceptance Criteria

• The upstream istio-gateway chart is defined as a dependency of this chart
• The only templates present in this chart are components necessary for Big Bang integration--netpols, peerauths, etc.
• The upstream chart is aliased to upstream for consistency
