Chart name change recreates NLBs when upgrading to 3.0

Motivation

The chart name change between 2.54 and 3.0 causes the gateway Services to be recreated. This change needs to be reverted

Acceptance Criteria

• The Chart.yaml name must be set to gateway instead of istio-gateway
