Istiod tracing configuration

Description: When Istiod (Operator-less) package is enabled tracing data is not being sent to the tracing collectors. This issue will track work with enabling traces.

Definition of Done:

• Add and test default tracing configuration
• Validate that traces are displayed in Kiali, and tracing.dev.bigbang.mil dashboards.
