The istio grafana dashboards should be deployed when istio is enabled

Motivation

Previously, when using the operator, the istio package also provisioned the grafana istio dashboards. This did not get migrated to operatorless istio.

Acceptance Criteria

• When istiod is enabled, the istio dashboards must be enabled in Grafana
