Revisit and review DoD CA update steps to renew certificate bundle in package

Most of the team is running into issues executing https://repo1.dso.mil/big-bang/product/packages/keycloak/-/blob/main/scripts/certs/README.md to update the bundled truststore.jks with the new DoD CAs. Review steps and make updates to script and docs if necessary. @zacw helped in creation of the script and should be reached out to if the scripts need updates or fixing.
