Maint Guide overrides not working

When using the maintenance guide and overrides under https://repo1.dso.mil/big-bang/product/packages/keycloak/-/blob/main/docs/assets/config/example/keycloak-bigbang-dev-values.yaml?ref_type=heads Keycloak comes up but you cant create user accounts from Mattermost
