Keycloak DEVELOPMENT_MAINTENANCE.md improvements

Documentation improvements to help with more consistent testing. Should generally match structure implemented in other repos like istio. During recent work with the keycloak plugin, it was also discovered we appear to have lost some critical steps from the docs at some point. Need to include relevant steps for getting a new plugin through the IB process as outlined here, or update in keycloak plugin repo docs and reference here if preferred.
