Update renovate to detect when new releases of images stored in registry1.dso.mil have occurred

Verify Renovate is tracking updates for the following images:

• big-bang/base (Migrate existing busybox image in chart/values.yaml to registry1.dso.mil/ironbank/big-bang/base:1.0.0
• postgresql12 (verify against Iron Bank)
