Update cluster policies to new policy types

Based on update to Kubernetes and Kyverno, there are new rewrites for policies that can be made: https://kyverno.io/blog/2025/07/31/announcing-kyverno-release-1.15/#whats-next

For example changing clusterpolicy that mutates to a mutatingpolicy type to use the new underlying Kubernetes mutatingadminissionpolicy.
