Re-add IB key to test values for package/BB CI

https://repo1.dso.mil/platform-one/big-bang/apps/sandbox/kyverno-policies/-/merge_requests/61 comments out the IB key due to bugs in image signature verification.

Once on Kyverno 1.9.x we should be able uncomment this key and ensure we are properly testing it in CI.

Acceptance criteria:

• Key uncommented in test values
• Key uncommented in BB test values
