Add documentation support for using policies with the Kyverno CLI

In order to use these helm chart templated policy yamls with the Kyverno CLI, for use in CI/CD, pre or dry runs, and other applications, we need some documentation and sample commands around how to test or use them with the Kyverno CLI.
