Kyverno package and https://raw.githubusercontent.com/usnistgov/oscal-content/master/nist.gov/SP800-53/rev5/json/NIST_SP-800-53_rev5_catalog.json both use OSCAL 1.0.0. and in GitHub NIST hasn't updated the OSCAL version to a higher one. Structure of the OSCAL-comopenent file is correct.

This creates an interesting scenario. Are there any drawbacks to updating the Component Definition version to 1.1.1 given that relationship? Right now they are only statically linked so I am not positive that we cannot still update it.

Looking into that, finding a catalog updated to 1.1.1 to check and will get back.

Sounds good - we may not need an updated catalog to still perform the version upgrade

If that's the case, let's try updating it. I can't find an updated catalog from an approved/trusted source.
