Upgrade Mattermost Minio

Mattermost's Minio dependency fell behind in being updated, working on updating from 7.1.1-bb.0 to 7.1.1-bb.16. Creating this new issue to track work separate from normal renovates so that those can get merged in as needed, as this has taken a bit longer than usual with the version gap.
