Update README based on go template from gluon

Utilize the norwoodj/helm-docs image from docker (more info) and the go template in gluon/docs to generate a new README for the authservice package. Follow instructions in the Gluon Document https://repo1.dso.mil/platform-one/big-bang/apps/library-charts/gluon/-/blob/master/docs/bb-package-readme.md .

@ryan.j.garcia When testing the Application Overview link I noticed that there is no overview.md document in the docs folder. The link takes you to the README (same page you're already on). Is this ok? If not, what action should I take? All other links work. And all other things are good

@trkdashin Can you populate a docs/overview.md? Here are a few examples, they are just general overviews of compiled info from around the greater internet.
