Integrate bb-common

Motivation

To ease the transition of all packages to bb-common, the service mesh team is bringing bb-common into all packages and enabling limited baseline functionality.

Acceptance Criteria

• bb-common is brought into this chart as a dependency
• If necessary, the renovate config is updated to handle this new dependency
• Baseline bb-common default network policies are enabled and replace those same policies in the package
