Metrics Server- Evaluate PERMISSIVE Peer Authentications

Metrics Server contains PeerAuthentication exceptions that set mTLS to PERMISSIVE which allows clear text traffic. We should evaluate these and see how necessary they are in an ability to encrypt as much traffic through the cluster as possible.
