Allow users to enable the enterprise edition of mimir

As a bb user I would like to enable the enterprise edition of mimir for additional functionality.

Acceptance Criteria: Spike: How to enable enterprise edition, is there a trial key we could use or do we need get a more permanent key? Ask Mark Nelson about the key. Acquisitions team (Razorcrest?)

1. Enterprise edition of mimir is enabled.
2. make the configuration simple in the BB chart. IE just a key or flag to enable.
3. Setup tests to validate enterprise is enabled when step 2 configuration is applied.
