Provision Metamonitoring Dashboards for Mimir

Motivation

Mimir is a distributed microservice-based application and so has a lot of runtime complexity. By adding the Mimir metamonitoring dashboards to Grafana when Mimir and Grafana are enabled, SREs can more easily monitor the health of Mimir components.

Acceptance Criteria

• Mimir must be configured to produce metrics
• Mimir's metrics must be scraped by the in-cluster metrics collector (prometheus or alloy)
• Grafana must have the Mimir metamonitoring dashboards provisioned when Mimir and Grafana are both enabled

Removing the Epic to Add/Integrate Grafana Mimir to Big Bang as this falls under maintenance now that Mimir has been added to Big Bang addons of packages.
