Minio failing clean install/upgrade pipelines

Minio has been failing Clean Install and Upgrade pipelines ~30% of the time, which leads to a lot of confusion and inconsistent issues, as well as post-tag pipelines failing, which require Anchors to intervene and fix (OCI artifacts, releases, and bigbang MRs are created here)
