Add modularity to PeerAuthentication

Currently the defaultPeerAuthentication is hardcoded to the monitoring namespace, unlike most of the rest of the monitoring project.

Would like to be able to enable istio injection without this being created in another namespace and potentially conflicting with a seperate instantiation of monitoring.
