Prometheus webhooks are blocked in certain configurations

Motivation

In some configurations, prometheus' validating and mutating webhooks are timing out, causing significant delay on upgrades when prometheus-validated and mutated resources are patched.

Acceptance Criteria

• Prometheus webhooks must not be blocked
• Monitoring upgrades must not be delayed by PrometheusRule patches
