Chart dependency is out of date for `monitor` chart

The current committed monitor chart is using a 5.3.0 image: https://repo1.dso.mil/big-bang/product/packages/neuvector/-/blob/main/chart/charts/monitor-2.6.3.tgz?ref_type=heads

helm dependency update chart should resolve this issue.
