Integrate Istio with the chart

Follow standard practices for integration of Istio with the Neuvector architecture

Considerations

• Virtual Service integrated to resolve neuvector.bigbang.dev
• All pods are healthy with istio injection enabled
• Istio injection configurable value
• Istio mTLS configurable (defaulting and working with STRICT)

@brandt.w.keller this looks complete based on the manifests in the repo, is it safe to close?

From investigation:

• Istio injection seems to cause issues currently. This needs further review.
• VirtualService is fully working (assuming no injection)
• mTLS unknown since injection isn't working
