Update Renovate Config

When a renovate is opened it should encapsulate all updates in one branch/MR.

@dchen as part of this MR, can you review the renovate config to try and have renovate just create one MR for all updates rather than multiple? i see R.enovate created a separate MR for the helm dependency update. I also see that it only bumped the chart version for core and didn't grab the updated chart. Renovate should be able to pull the chart as well into the git repo
