Baseline documentation / repo setup

Ensure that all baseline docs are in place:

• readme generated with helm docs
• contributing.md (standard from another package)
• changelog following KAC
• overview doc with basic overview of what it is and how it works + links to other docs as needed
• package_maintenance doc with info on testing the package, chart modifications from upstream (this can be a boilerplate for now if you're not sure)
• renovate monitoring of images
• CODEOWNERS with minimum 3 BB embedded, max 1 per company
• Change the name of the chart in Chart.yaml from core to neuvector

Clean up unused files:

• install.yaml
• zarf/
