[Spike] NeuVector in k3d/CI

Currently NeuVector is not installing in CI (crashloops). Additionally local k3d installs seem hit or miss. This spike should encompass investigation/documentation for proper (and consistent) installation on k3d plus a path forward for whatever may be required to make CI work (this may be pipeline changes).
