Migrate Nexus to nxrm3-ha repository

Nexus with a PRO license and current chart is limited to only running a single pod. Nexus should be able to scale to multiple pods to avoid resource contention and crashes.

@dnicholls We have completed the SPIKE on this big-bang/product/bbtoc!176 and have received approval to move forward with this. We will begin working this as a new package this sprint.
