license_key Value Not Respected During Deployment

I'm running into an issue with Nexus where my license file isn't getting applied. I've followed the Big Bang Documentation here.

• The license_key value is a base64 encoding of the values encrypted with SOPS
• The file exists on my nexus container at /nexus-data/sonatype-license.lic and appears to have the same values as it does locally
• Uploading the license file to Nexus manually works perfectly fine
• No errors in the logs related to the license

On the surface it appears that everything is setup correctly so I am unsure what the issue is.

Due to a bug in the blobstorage script we had to pin Nexus to 79.0.0-bb.2 .
