SSO is broken in 3.61.0 BigBang 2.14.0

Description

In Nexus 3.60.0 they removed the Local Authorizing realm to prevent administrators from accidentally deleting the Local Authorizing realm, it was removed from the user interface and API.

Since they removed it from the API line 56 here no longer works which then causes line 57 to get skipped and SAML Realm is not included when Nexus starts up which in turn breaks SSO.

Recommend to Remove Line 56
